Student Behavior
At Balderas Elementary, we commit to a behavioral management system that:
- Provides a safe and secure learning environment for all staff and students.
- Fully implements the Safe and Civil Schools and Character Counts philosophy in the classroom and on our campus.
- Creates an environment which provides an educational program with high expectations for all to learn the academic, social, and emotional skills needed to become college and career ready graduates.
School Rules
- Be respectful of people and property
- Be prepared and ready to learn.
- Keep your hands and feet to yourself.
- Allow others the right to learn.
Behavior that does not meet those expectations is unacceptable. Students will be expected to follow school and classroom rules that are listed in the California Education Code, Fresno Unified Code of Behavior, or referenced above.

Student Referral to the Office
Each time a students is sent to the office for discipline, the incident is recorded in the student’s behavior record. Consequences may result in detention, pre-suspension or suspension.
Suspension
Students can be suspended from school for fighting, threatening others, vulgar language, stealing, damaging school or private property, defiance, sexual harassment, possessing a controlled substance, disrupting school activities, or bullying.
Non-Privilege Status
Any student suspended from Balderas will be placed on non-privilege status for five school days beginning on the first day of their return to school from their suspension. Any non-privilege status requires that the student may not participate in or attend any school activities or functions for the assigned number of school days.
Zero Tolerance Policy
The Board of Education declares that Fresno Unified School District has a Zero Tolerance Policy on:
- Possession of loaded or unloaded firearms.
- Possession of other dangerous objects.
- Possession of explosive devices.
- Possession of knives.
- Possession and/or sale of controlled substances.
- Caused, attempted to cause or threatened to cause serious physical injury to another person, willfully used force or violence upon person of another, except in self-defense.
- Commission of or attempted arson.
- Commits or attempts to commit sexual assault or battery.
- Terrorist Threats.
This policy applies to students in grades 4-12. Any student who possesses and/or commits the actions listed under the Zero Tolerance Policy will be immediately suspended and recommended for expulsion, unless the particular circumstances show that expulsion is inappropriate. No exceptions will be made in the case of the possession of a loaded or unloaded firearm.
